Man Charged With Six Felonies in Dakota County, Two in Anoka County Involving Minor Sex Crime Cases

DAKOTA COUNTY, MN: — A 20-year-old man has been charged as an adult in Dakota County with six felonies stemming from allegations that he engaged in sexual conduct with a minor and offered money and vaping products in connection with sexual activity during two incidents in 2023.
Tyler John Waggoner, who court records list as being from Hoffman, Minnesota, was charged Wednesday, September 16, 2026, in Dakota County District Court. The new case includes four felony prostitution-related counts involving a person under age 14 and two counts of third-degree criminal sexual conduct involving a victim who was 14 or 15, according to the criminal complaint. The alleged conduct occurred when Waggoner was still a juvenile. Prosecutors said he was recently certified to stand trial as an adult in the case.
The Dakota County Sheriff's Office investigated the allegations, which involve incidents alleged to have occurred on or about June 13, 2023, and between July 5 and July 15, 2023, at a residence in Empire Township.
Allegations Reported to Investigators in 2025
According to the criminal complaint, the alleged victim reported the incidents to law enforcement in November 2025, more than two years after they allegedly occurred. Investigators said the alleged victim described two encounters at Waggoner's residence. The complaint alleges money, vaping products, and other items were discussed or offered in connection with sexual activity.
During one of the alleged encounters, Waggoner is accused of offering money and a vaping product to the alleged victim and another juvenile. The complaint alleges payment was not provided immediately and was made later after the alleged victim threatened to report what had occurred.
Investigators also interviewed a second person who reportedly told authorities she had accompanied the alleged victim to Waggoner's residence on multiple occasions. According to the complaint, the witness described offers involving money and vaping products and said she witnessed sexual activity between Waggoner and the alleged victim.
The complaint further alleges Waggoner later sent a text message apologizing for his prior actions.
Six Felony Charges Filed
Waggoner is charged with six felony counts:
Count 1: Prostitution involving engagement with a person under 14, stemming from the alleged June 13, 2023, incident.
Count 2: Prostitution involving hiring, offering, or agreeing to hire a person under 14, also stemming from June 13.
Count 3: Third-degree criminal sexual conduct involving a person age 14 or 15, with the actor alleged to have been more than 24 months older.
Count 4: Prostitution involving engagement with a person under 14, stemming from alleged conduct between July 5 and July 15, 2023.
Count 5: Prostitution involving hiring, offering, or agreeing to hire a person under 14 during the same period.
Count 6: Third-degree criminal sexual conduct involving a person age 14 or 15, with the actor alleged to have been more than 24 months older.
According to the penalties stated in the complaint, each prostitution count carries a maximum potential sentence of up to 20 years in prison and/or a fine ranging from $12,000 to $40,000. Each third-degree criminal sexual conduct count carries a maximum of up to five years in prison and/or a fine ranging from $9,000 to $30,000.
Maximum statutory penalties do not necessarily reflect the sentence a defendant would receive if convicted. Sentencing can depend on Minnesota's sentencing guidelines, criminal history, and other circumstances.
Separate Anoka County Case Involves Snapchat Account
Court records show Waggoner is also facing two felony third-degree criminal sexual conduct charges in Anoka County stemming from an alleged May 1, 2025, incident involving a 14-year-old. The Anoka County complaint alleges the investigation began in October 2025 after the juvenile approached a Ramsey police officer following a presentation at PACT Charter School and reported a sexual assault that allegedly occurred earlier that year.
During a subsequent forensic interview, the juvenile told investigators she had initially communicated through Snapchat with someone using the name "Logan Winear." According to the complaint, the person allegedly represented himself as being 13 years old before arranging to meet her. The complaint alleges the person picked the juvenile up from school and drove her to her residence in Ramsey, where sexual contact subsequently occurred. Prosecutors allege the encounter involved coercion and continued after the juvenile refused sexual activity.
Limitless Media is withholding additional details contained in the complaint because of the alleged victim's age and the nature of the allegations.
Investigators Say Digital Records Led Them to Waggoner
Anoka County investigators obtained records from Snapchat as part of the investigation, according to the complaint. Although investigators determined the name associated with the account was apparently fictitious, prosecutors allege subscriber information connected the account to a legitimate email address and telephone number. Investigators also traced associated internet activity to Hoffman in Grant County.
According to the complaint, investigators later connected the email address linked to the Snapchat account to Waggoner. Investigators also learned Waggoner was the registered owner of a white Chevrolet Impala. The alleged victim had described the person who picked her up as driving a small white sedan, according to the complaint. The complaint alleges additional Snapchat records reviewed under a search warrant contained conversations with multiple underage girls, generally between 12 and 14 years old. Prosecutors allege the messages included attempts to obtain sexually explicit photographs in exchange for money.
Those allegations form part of the state's probable-cause narrative and have not been proven in court.
Investigators later conducted a sequential photographic lineup using an investigator who was not familiar with the case. According to the complaint, the alleged victim selected Waggoner's photograph and identified him as the person involved in the alleged assault. Prosecutors state the age difference between Waggoner and the alleged victim was approximately 46 months.
Waggoner is charged in that case with one count of third-degree criminal sexual conduct involving an alleged victim between 14 and 15 where the actor is more than 24 months older, and one count of third-degree criminal sexual conduct involving the alleged use of coercion. Each Anoka County charge carries a maximum potential sentence of up to 15 years in prison and/or a fine ranging from $9,000 to $30,000, along with a potential conditional-release term, according to the complaint.
Anoka County prosecutors requested a warrant in connection with that case, citing what they characterized as public-safety concerns.
Additional Charges Pending in Grant County
Waggoner is also facing a separate set of pending criminal sexual conduct charges in Grant County, Minnesota. Court records provided to Limitless Media show those charges include two felony counts of third-degree criminal sexual conduct involving an alleged victim under 13 and a gross misdemeanor count of fifth-degree criminal sexual conduct involving alleged nonconsensual sexual contact.
Those allegations arise from a separate case and have not been adjudicated.
Dakota County Prosecutors Cite Pending Cases in Bail Request
The Dakota County Attorney's Office is requesting bail in the newly filed case of $100,000 without conditions or $50,000 with conditions. Prosecutors acknowledged in their bail filing that because the allegations date to 2023, the state would not ordinarily seek bail based solely on the case's age. However, prosecutors cited Waggoner's other pending cases in arguing that additional restrictions are necessary.
The state said Waggoner has been charged since turning 18 with multiple criminal sexual conduct offenses as well as threats of violence, harassment, and violating an order for protection. Those cases are pending, and the filing of multiple charges does not establish that Waggoner committed any of the alleged offenses. If Waggoner posts the requested $50,000 conditional bail, prosecutors are seeking several restrictions, including no contact with the alleged victim or minors, no possession of firearms or other dangerous weapons, no alcohol or controlled substances, random chemical testing, and participation in a pretrial release program.
The requested conditions would also prohibit possession of pornographic material and prohibit using internet communications or computers to communicate with minors.
Previously Charged in Farmington Case
Waggoner was previously charged in Dakota County following an April 21, 2026, incident in Farmington that Limitless Media reported on earlier this year: Man Charged with Felony Threats After Alleged Violent Messages in Farmington.
In that separate case, prosecutors charged him with felony threats of violence and gross misdemeanor harassment after a former girlfriend reported receiving a series of threatening messages. According to the complaint in that case, the victim told Farmington police that she had recently ended a relationship with Waggoner before receiving increasingly threatening messages. Investigators alleged some of those messages threatened to shoot, sexually assault, and kill the victim.
Police later located Waggoner and interviewed him. According to that complaint, he acknowledged sending threatening messages and making statements about harming the victim. Police arrested him and seized his cellphone as part of the investigation.
When Limitless Media reported on the Farmington case in April, court records showed bail was set at $15,000 with conditions or $30,000 without conditions. That case also remains separate from the six felony charges filed Wednesday.
A criminal complaint contains allegations, and all defendants are presumed innocent until proven guilty in a court of law.
