City of Eagan Appoints Holly Mulholland as New Fire Chief
EAGAN, MINNESOTA — The City of Eagan has officially named Holly Mulholland as its next fire chief, following approval by the City Council on April 21, 2026. She is set to begin her new role on April 27, 2026.
Mulholland brings more than 17 years of experience in the fire service to the position. She most recently served as deputy chief with the Eagan Fire Department and previously held leadership roles with the Rochester Fire Department. In her new role, she will oversee emergency response operations, community risk reduction initiatives, and the continued development of department personnel and leadership.
City leaders highlighted Mulholland’s leadership style and commitment to service as key factors in her appointment.
“Holly has already shown what a thoughtful, steady leader she is, and she cares deeply about this team and this community,” said City Administrator Dianne Miller. “We are proud to appoint a strong leader who understands our organization and will continue to build on Eagan’s strong tradition of service.”
Mulholland said she is honored to step into the role and continue serving the community.
“This department is made up of incredibly dedicated professionals, and I look forward to working alongside our team to continue delivering exceptional service, strengthening community relationships, and building on an already strong foundation,” she said.
Eagan Mayor Mike Maguire also expressed confidence in Mulholland’s leadership, noting her experience and dedication to public safety.
“Chief Mulholland’s experience, leadership, and commitment to public safety make her an outstanding choice for this role,” Maguire said. “The City Council is confident in her ability to lead the department forward and continue providing exceptional service to our residents.”
About the Department and Community
The Eagan Fire Department is a full-time, career department operating out of three fire stations. It provides fire suppression, emergency medical response, and fire prevention services to a growing and diverse community.
Home to more than 69,000 residents, Eagan is located in the Twin Cities metro area near both Minneapolis and Saint Paul. The city has a strong economic base, with more than 2,000 businesses, including major employers such as Thomson Reuters, Ecolab, Blue Cross Blue Shield, and the Minnesota Vikings.
