Man Facing Felony Charges After Allegedly Fleeing Police Twice in Separate Incidents on Same Day

BURNSVILLE & SOUTH ST. PAUL, MN — A man is facing felony charges in two separate criminal cases after authorities allege he fled from law enforcement in a motor vehicle during two incidents on the same day in Dakota County.
Shawn Trevor Reed Killingbeck, 35, has been charged with two counts of felony fleeing a peace officer in a motor vehicle following incidents on March 23, 2026, involving the Burnsville Police Department and the South St Paul Police Department.
First Incident: Burnsville Traffic Stop Attempt
According to the complaint, officers with the Burnsville Police Department were in the area of a local store when they observed a vehicle registered to Killingbeck. After running the vehicle’s license plate, officers learned that the vehicle had recently been sold to Killingbeck. They also found that he had multiple active warrants for his arrest, and that his driver’s license was canceled as being inimical to public safety.
Authorities state an officer identified Killingbeck exiting and re-entering the vehicle, confirming his identity using a driver’s license photo.
When the vehicle left the area, an officer began following it and later activated emergency lights to initiate a traffic stop. According to the complaint, the driver did not stop. After the officer activated a siren, the vehicle allegedly accelerated away from the police and drove through a red traffic light without stopping.
Due to public safety concerns, the officer discontinued the pursuit.
Second Incident: South St. Paul Pursuit
A second criminal complaint details a related incident later that same day in South St. Paul. According to the complaint, officers with the South St Paul Police Department were alerted that a vehicle involved in the earlier Burnsville incident was traveling northbound on Concord Street. An officer located the vehicle and began following it while waiting for additional units. Authorities say the vehicle suddenly turned into a single-lane parking lot for a nearby business.
While paralleling the vehicle from the roadway, the officer activated emergency lights and identified the driver as Killingbeck. According to the complaint, the driver threw his arms up before exiting the lot. He then re-entered Concord Street and accelerated away. Officers observed the vehicle passing multiple vehicles using a center turn lane and driving in a manner considered unsafe for the surrounding traffic conditions.
Due to safety concerns, officers again terminated the pursuit. Authorities noted the vehicle returned to normal driving behavior once emergency lights and sirens were deactivated.
Bail and Court Conditions
Prosecutors have requested bail due to concerns about public safety and the defendant’s likelihood to appear in court. They requested that the court set bail at $50,000 without conditions or $35,000 with conditions. According to prosecutors, Killingbeck’s alleged actions, combined with his license status and outstanding warrants, raise concerns about both public safety and his willingness to comply with court-ordered conditions.
The judge ultimately agreed with the prosecutors and set the bail for the combined two cases at $35,000 with conditions and $50,000 without conditions. As of writing this story, Killingbeck had not posted bail and remains in custody at the Dakota County Jail.
Under Minnesota law, fleeing a peace officer in a motor vehicle is a felony offense punishable by up to 3 years and 1 day in prison and/or a fine of $1,500 to $5,000.
As with all criminal cases, the defendant is presumed innocent unless and until proven guilty in a court of law.
