19-Year-Old Has Been Arrested and is Facing Charges in the Deadly Burnsville Apartment Shooting That Killed 14-Year-Old Charles Moore

BURNSVILLE, MINNESOTA - A 19-year-old is now facing murder charges in connection with a fatal shooting earlier this year at an apartment complex in Burnsville that left a 14-year-old boy dead.
According to a criminal complaint filed in Dakota County, Da’Carri Rennel Hood, 19, of Saint Paul, is charged with second-degree intentional murder (not premeditated) in the February 9, 2026, shooting at the Glen at Burnsville Apartments. According to Dakota County Jail records, he was taken into custody on Friday night, March 27, 2026, by Burnsville Police and was arrested in Saint Paul, Minnesota.
Recap of Initial Incident
As previously reported by Limitless Media News, Burnsville police were dispatched to the Glen Apartments, located at 13000 Harriet Avenue South, at approximately 10:33 p.m. on Monday, February 9, 2026, after receiving reports of a shooting.
Responding officers located Moore suffering from gunshot wounds inside the building. Life-saving measures were performed at the scene before he was transported to Hennepin County Medical Center, where he later died.
What Investigators Say Happened
According to the criminal complaint filed by the Dakota County Attorney’s Office, the shooting involved a group that had arrived together at the apartment complex.
According to investigators, a group of six individuals traveled to the building, with five entering and one remaining in the vehicle. The group split into two as they walked toward a stairwell. Inside the stairwell, they allegedly encountered two armed individuals, including Hood. As tensions escalated, Moore and another individual allegedly attempted to run. Witnesses reported allegedly hearing multiple gunshots, ranging from two to four rounds, shortly after.
Evidence, Medical Findings, Charges, and Bail
Officers found Moore face down in a hallway, approximately 65 feet from the stairwell, with a spent 9mm casing nearby. According to the complaint, Moore suffered multiple gunshot wounds, including to his hand, thigh, and back. A gunshot wound to his back reportedly damaged his spinal cord, likely preventing movement of his lower body. The cause of death was multiple gunshot wounds, and the manner was ruled a homicide
Witnesses told investigators that after the shooting, Hood allegedly made incriminating statements, including him allegedly claiming he shot Moore because the victim had “upped” a gun, saying it was “either him or me.” In a later instance, he allegedly said, “I killed somebody, I’m going to jail.”
Hood is charged with second-degree intentional murder (not premeditated) under Minnesota Statute 609.19.1(1), with a firearms sentencing enhancement referenced under 609.11.5. The charge is a felony offense carrying a potential sentence of up to 40 years in prison. Prosecutors have requested a bail of $1.5 million without conditions, or $1 million with conditions, reflecting the severity of the allegations and the ongoing effort to locate the defendant.
Court records show that Hood had his first court appearance today at 1 PM in Hastings, Minnesota. Another hearing, listed in court records as an “Initial Appearance – Rule 8,” is scheduled for April 9, 2026, at 1:30 p.m. Court records show Hood remains in custody at the Dakota County Jail on a hold without bond as of the writing of this article.
The Victim Charles Moore
The victim has been identified as Charles Moore, 14, according to a GoFundMe created by his family following the tragedy. In the fundraiser, family members described Charles as:

They added that he was affectionately known as “Tink” or “Savo,” and said his death has left the family devastated as they navigate both grief and unexpected funeral expenses.
“It is with unimaginable heartbreak that we share the loss of our beloved 14-year-old Charles Moore… who was taken from us far too soon due to gun violence,” the family wrote.
