Ramsey County Attorney Issues Guidance on Investigating Federal Agents

Saint Paul, MN – Ramsey County Attorney John Choi announced new guidance for local law enforcement on investigating allegations of criminal conduct by federal law enforcement agents. The announcement follows a meeting with county law enforcement leaders yesterday.

The Ramsey County Attorney’s Office (RCAO) released two documents: an amended January 13 memorandum on investigating deadly force by federal agents and a new memorandum on investigating allegations of felony-level misconduct.

The guidance clarifies investigative and prosecution procedures when federal agents are involved and incorporates input from local law enforcement.

“I am pleased to provide a clear framework for law enforcement agencies to take reports from victims and witnesses of alleged federal agent misconduct,” Choi said. “We will investigate past and future allegations and hold accountable anyone who violates Minnesota law. No federal, state, or local agency is above the law.”

Recent reports allege serious felony offenses by federal agents, including kidnapping, false imprisonment, aggravated assault, and unjustified use of deadly force. RCAO emphasized that local law enforcement has full authority to investigate and prosecute crimes in Ramsey County, regardless of the offender’s agency affiliation.

  • RCAO can assist with court orders, evidence access, and Grand Jury investigations.

  • RCAO will review evidence and, if sufficient, file charges in Ramsey County District Court.

Choi stressed that the guidance ensures thorough, fair investigations and reinforces that all law enforcement, federal or local, is accountable under Minnesota law.
