Minneapolis Woman Charged in Series of Alleged Burglaries and Financial Card Fraud Cases Across Dakota County

DAKOTA COUNTY, MN - A 36-year-old Minneapolis woman is facing multiple felony charges in Dakota County in connection with alleged burglaries and financial transaction card fraud incidents that occurred between October 2024 and September 2025 in Edina, Eagan, and Burnsville.
According to four separate criminal complaints filed in Dakota County District Court, Kayla Joan Davidson is facing charges in connection with the following incidents:
October 29, 2024 — Vehicle Break-In in Edina, Credit Card Used in Eagan
The earliest alleged incident occurred on October 29, 2024. According to the complaint, an Edina woman reported that someone broke into her vehicle and stole her wallet. Later that same day, a credit card from the stolen wallet was used without permission at two retail stores in Eagan.
Investigators reviewed surveillance footage from both stores and identified Davidson as the person who allegedly used the card. The complaint states purchases totaled:
$280.58 at one store
$367.89 at a second store
Because the total amount exceeded $250 but was less than $2,500, Davidson is charged with felony Financial Transaction Card Fraud.
February 2, 2025 — Debit Card Fraud at Burnsville Target
A few months later, on February 2, 2025, Davidson was accused of using another stolen debit card. According to the complaint, a Burnsville woman reported her wallet was stolen, and her debit card was used without permission at a Target store in Burnsville. Surveillance video allegedly identified Davidson as the individual who used the card to make a $53.99 purchase.
Although the amount was under $250, the complaint states Davidson had a prior financial transaction card fraud conviction within the past five years (April 14, 2022, Dakota County). Because of that prior conviction, the new charge is elevated to a felony-level offense.
February 4, 2025 — Storage Unit Burglary in Eagan
Just two days later, on February 4, 2025, Davidson is alleged to have participated in a large-scale burglary at a storage facility in Eagan. According to the complaint, a man reported that someone broke into his storage unit and stole tools and sports memorabilia valued between $35,000 and $45,000.
Surveillance footage reportedly showed a male suspect, identified as Anthony Ritacco, attempting to cut the lock with bolt cutters before returning with a grinder to successfully remove it. The complaint states Ritacco and Davidson then entered the unit and removed numerous boxes, bags, and tools. Davidson allegedly carried at least one box of property before leaving with Ritacco.
She is charged with Third-Degree Burglary, a felony offense punishable by up to five years in prison.
September 14, 2025 — Non-Profit Office Burglary in Burnsville
The most recent alleged incident occurred on September 14, 2025. According to the complaint, Burnsville Police responded to a report that someone entered an employee-only back-office area at a local non-profit organization and stole:
A laptop
A camera and lens
SD cards
A checkbook
Two checks were written to the organization
The total value of the stolen property was listed at $3,499.
Surveillance footage allegedly showed a woman entering the restricted area and taking the items. A detective identified the suspect as Davidson. The complaint notes officers had been unable to locate her at the time of filing and requested a warrant.
She is charged with Third-Degree Burglary in that case.
Multiple Felony Charges Pending
Across the four cases, Davidson faces:
Two counts of Third-Degree Burglary
Two counts of Financial Transaction Card Fraud
Each felony charge carries a potential maximum sentence of up to 5 years in prison and/or a fine of up to $10,000, and court proceedings are ongoing in Dakota County District Court.
