City of Rosemount Appoints Carson Thomas as Police Chief Following Interim Role

ROSEMOUNT MN: The City of Rosemount has appointed Carson Thomas as its new police chief after six months serving in the interim role, city officials announced Tuesday.

Thomas was officially sworn in during an April 7 City Council meeting, following a recommendation from the city administrator and council approval.

City leaders said Thomas brings more than 20 years of law enforcement experience and has already played a key role in shaping the department since joining in 2022 as deputy chief. During his time in Rosemount, he has helped modernize operations, expand programs, and strengthen internal culture, according to a city press release.

Mayor Jeff Weisensel said Thomas’ leadership marks a “transformative era” for the department, emphasizing professionalism, collaboration, and support for staff.

Thomas said his leadership approach centers on the department’s core values of integrity, honor, and courage.

“My goal as Chief is to foster leadership at every level and ensure the long-term health of our team,” Thomas said in a statement.

Before coming to Minnesota, Thomas began his law enforcement career in 2004 with the Newark, California Police Department and later worked with the Morgan Hill Police Department, where he served in multiple roles including patrol officer, detective, SWAT operator and supervisor. He was named Morgan Hill’s Employee of the Year in 2015.

In Rosemount, Thomas has helped develop the department’s K-9 and drone programs and led initiatives focused on leadership development, officer wellness, and technology improvements, including a new records management system and expanded data tools.

During his swearing-in ceremony, Thomas was awarded a departmental Order of Merit, an honor initiated by department staff. A statement read during the ceremony credited him with guiding the department through challenging periods and fostering a supportive and unified work environment.

Thomas is also recognized as the first Asian American police chief in Dakota County and only the second in Minnesota history. Representatives from the Minnesota Asian Police Officers Association attended the ceremony, highlighting the milestone.

City Administrator Logan Martin said Thomas’ leadership has already contributed to improved morale, productivity, and officer safety within the department.

Officials said additional information regarding a second-in-command position is expected in the coming months.
