SHAKOPEE: A Shakopee traffic stop led to the discovery of more than 500 grams of methamphetamine and roughly 524 grams of marijuana, according to a criminal complaint filed in Scott County.
Jeffery Thomas Bowers, 66, is charged with two first-degree controlled substance felonies — first-degree sale involving 17 grams or more of cocaine or methamphetamine within a 90-day period and first-degree possession of 50 grams or more of cocaine or methamphetamine.
Bowers is also charged with second-degree cannabis possession, a gross misdemeanor, and misdemeanor DWI for allegedly operating a motor vehicle while under the influence of a controlled substance.
According to the complaint, Shakopee police were patrolling Marschall Road near County Road 42 shortly before midnight on Thursday, Oct. 1, when an officer observed a Cadillac that allegedly failed to maintain its lane several times, crossed the fog line and activated its brake lights erratically.
Police stopped the vehicle and identified Bowers as the driver. The complaint alleges an officer observed signs that led them to suspect Bowers was impaired. Bowers reportedly denied using drugs or alcohol but was arrested after police say he failed field sobriety tests.
During a search of the vehicle, officers allegedly found a small bag containing approximately 2 grams of a substance that field-tested positive for methamphetamine, along with more than 100 smaller plastic bags.
Police also searched the trunk, where the complaint says officers discovered a container holding approximately 466 grams of suspected methamphetamine and another bag containing approximately 50 grams. Both substances allegedly field-tested positive for methamphetamine.
In total, authorities reported finding approximately 516 grams of suspected methamphetamine in the trunk.
Officers also allegedly recovered approximately 524 grams of suspected marijuana from a backpack. Police reported finding a scale with white residue and additional bags inside the backpack.
According to the complaint, the passenger told investigators that he and Bowers had been in St. Paul to purchase methamphetamine found in the vehicle and alleged that Bowers facilitated the purchase. The passenger denied that the drugs belonged to him.
Bowers was taken to St. Francis Hospital, where police obtained a search warrant for a blood or urine sample. The complaint states Bowers agreed to a blood draw, which was collected early Friday morning.
He was later taken to the Scott County Jail.
The first-degree drug charges each carry a maximum sentence of up to 40 years in prison and/or a $1 million fine, according to the complaint.
The charges are allegations. Bowers is presumed innocent unless and until proven guilty in court.
