SAINT PAUL MN: A 66-year-old South St. Paul man is facing two felony charges in Ramsey County after authorities allege he engaged in lewd conduct in the presence of a child at Cherokee Park in St. Paul.

According to a criminal complaint filed in Ramsey County District Court, John Andrew G., 66, has been charged with:

  • Fifth-Degree Criminal Sexual Conduct — Masturbation/Lewd Exhibition in the Presence of a Minor Under Age 16, a felony punishable by up to seven years in prison and a $14,000 fine.

  • Indecent Exposure in the Presence of a Minor With a Previous Conviction, a felony punishable by up to five years in prison and a $10,000 fine.

The charges stem from an incident alleged to have occurred on or about May 31, 2026, at Cherokee Park in St. Paul.

According to the complaint, prosecutors allege the defendant engaged in masturbation or a lewd exhibition of his genitals while in the presence of a minor under the age of 16 and either knew or had reason to know the child was present.

Court documents further allege the conduct occurred within 10 years of a previous conviction for a similar offense involving indecent exposure in the presence of a minor, elevating the allegations to felony-level charges.

The complaint alleges the defendant also willfully exposed private parts of his body and engaged in open or gross lewdness in the presence of a child under 16 years old.

The charges are allegations, and the defendant is presumed innocent unless and until proven guilty in court.
