South St. Paul Woman Charged After Allegedly Restraining Adult Woman With Zip Ties

SOUTH SAINT PAUL: A 57-year-old South St. Paul woman has been charged with felony false imprisonment after police allegedly found an adult woman zip-tied inside a residence with visible injuries, according to a Dakota County criminal complaint.
According to the complaint, officers were dispatched May 10, 2026, to a residence in South St. Paul after receiving a report that an older adult was dragging a woman who was attempting to leave the building.
When officers arrived, they made contact with the alleged victim and Nora Guadalupe Vazquez Threatt, born Dec. 13, 1968.
The complaint states the alleged victim’s hands were zip-tied together and that she had visible injuries. Officers also observed bruising on the woman’s face and marks consistent with zip ties, according to the complaint.
The alleged victim appeared to be highly intoxicated and lacking basic hygiene, the complaint states. She told officers that Threatt zip-tied her arms and legs and placed tape over her mouth. The woman also stated that when she attempted to leave, Threatt assaulted her and dragged her by the hair, according to the complaint.
According to the complaint, Threatt told officers she used the zip ties because the woman was drinking heavily and not caring for herself. Threatt allegedly stated that she “did not want her to escape.”
Threatt has been charged in Dakota County District Court with one count of felony false imprisonment (intentional restraint), which carries a maximum penalty of up to three years in prison and/or a fine of up to $5,000.
Defendants are presumed innocent unless and until proven guilty in court.
