Man Charged with Gross Misdemeanor Indecent Exposure Involving Minors in Saint Paul

SAINT PAUL MN: — A 35-year-old man is facing gross misdemeanor charges after allegedly exposing himself to teenagers at a Saint Paul business late last week.
According to a criminal complaint filed in Ramsey County, officers with the Saint Paul Police Department responded to reports of an incident on Ford Parkway at approximately 9:35 p.m. on Sept. 11, 2026. Investigators allege that C.J.M. [Defendant] engaged in an act of public indecency in the presence of multiple individuals, including juveniles aged 14 and 15.
Prosecutors have charged the defendant with two counts:
Count I: Indecent Exposure in the Presence of a Minor Under 16 (Minn. Stat. § 617.23.2(1))
Count II: Indecent Exposure with a Prior Conviction (Minn. Stat. § 617.23.2(2))
Both offenses carry an offense level of gross misdemeanor. If convicted, each count carries a maximum statutory penalty of up to 364 days imprisonment, a fine of up to $3,000, or both.
Court documents note that the defendant has prior involvement with similar offenses, including a previous conviction under Minnesota Statute § 617.23 on Sept. 9, 2022, as well as an active pending case for the same charge.
As with all criminal proceedings, the defendant is presumed innocent until proven guilty in a court of law.
