Man Recently Arrested on Warrant in Dakota County Cocaine Possession Case

WEST SAINT PAUL MN: A man was recently arrested on a warrant connected to a pending Dakota County felony cocaine possession case stemming from a 2023 West St. Paul traffic stop, according to a criminal complaint.

Kenneth Roy Taylor is charged with one count of fifth-degree controlled substance crime involving possession of cocaine and one count of driving after cancellation.

According to the complaint, a West St. Paul police officer was on routine patrol at about 11 p.m. on Feb. 18, 2023, traveling southbound on Robert Street near Butler Avenue when the officer ran a check on the registered owner of a vehicle ahead of him.

The complaint states the registered owner was listed with an active felony warrant and revoked driving privileges, prompting the officer to stop the vehicle.

Police later determined the driver was not the registered owner and identified the driver as Taylor. Officers then learned Taylor also had an active warrant for his arrest and took him into custody, according to the complaint.

During the arrest, officers allegedly located a plastic bag containing cocaine in Taylor’s right pants pocket. Authorities said the substance preliminarily tested positive for cocaine and weighed approximately 3.26 grams.

Taylor is charged with felony fifth-degree controlled substance possession under Minnesota law. The charge carries a maximum penalty of up to five years in prison and a fine of up to $10,000.

The complaint also alleges Taylor’s Minnesota driving privileges had been revoked in 2013 following prior driving-related violations, including a DWI-related revocation and a suspension related to unpaid child support.

Defendants are presumed innocent unless and until proven guilty in court.
