WEST ST PAUL, MINNESOTA—A young adult from St. Paul has been charged following a robbery investigation that led to a high-risk traffic stop and the recovery of two handguns, according to court records and the West St. Paul Police Department.
The Robbery
On September 24, 2025, police were dispatched to the Speedway at 1285 Robert Street South after a victim reported being robbed. The man told officers he had purchased food for a group of males at a nearby McDonald’s, believing they were homeless. As he walked into Speedway, the group followed him, began yelling, and one of the males pointed a handgun at his head and stole his wallet. The wallet contained $500 in cash, credit cards, his ID, and an insurance card.
Surveillance footage from McDonald’s was obtained to identify the suspects.
The following day, September 25, officers returned to McDonald’s to collect the video evidence when they observed a male matching the suspect description, a Black male with dreadlocks, wearing a light blue hoodie and gray jeans. Officers recognized him from the robbery.
As additional squads arrived, officers observed the group leaving McDonald’s and getting into a black 2013 Hyundai Tucson. Police conducted a high-risk stop just south of the restaurant, detaining four individuals, two adults and two juveniles.
A search of the vehicle uncovered an orange backpack containing a black facemask, two sweatshirts, and two handguns: a loaded Glock 45 9mm with an extended magazine and a loaded Taurus G3 9mm.
One of the passengers, identified as James Juan Cutrone Parker, 19, of St. Paul, admitted to holding the backpack but claimed it was not his. He also acknowledged that he did not have a permit to carry a firearm.
The Charges and Bail
Parker has been charged in Dakota County District Court with Gross Misdemeanor Possession of a Pistol Without a Permit. The offense carries a maximum penalty of up to 364 days in jail and/or a $3,000 fine.
