CARVER COUNTY: A Woodbury resident, Michael David Bowman, is facing 21 felony counts in Carver County after prosecutors filed a criminal complaint detailing an extensive, multi-month pattern of alleged illicit digital communications targeting an individual believed to be a minor.
According to court documents filed under Control Number 26012211, Bowman is accused of repeatedly utilizing internet-connected devices, electronic messaging networks, and cell phones to engage in alleged sexually explicit dialogue and the alleged solicitation of sexual conduct.
The criminal complaint alleges a persistent timeline of 21 separate digital offenses spanning a ten-week period between March 20 and May 28, 2026. The charges include 17 felony counts of alleged electronic communication describing sexual conduct with a child, and 4 felony counts of allegedly soliciting a child to engage in sexual conduct under Minnesota Statute 609.352. Each individual felony count carries a maximum statutory penalty of up to 5 years in prison and a fine of up to $10,000. Because the communications were allegedly received or monitored within Carver County, the case will be prosecuted through the First Judicial District Court in Chaska.
A criminal complaint contains only allegations. The defendant is presumed innocent unless and until proven guilty in a court of law.
