Apple Valley Man Faces Three Felony Financial Transaction Card Fraud Cases After Allegedly Using Stolen Credit Cards

Published: June 26, 2026

APPLE VALLEY, MINNESOTA - An Apple Valley man is facing three separate felony financial transaction card fraud cases after investigators say he used stolen credit cards during multiple incidents in Apple Valley over a three-week period.

According to criminal complaints filed in Dakota County District Court, David Deandre Perkins, 30, of Apple Valley, has been charged in three separate cases with one count each of Financial Transaction Card Fraud (Use Without Consent), a felony punishable by up to five years in prison and fines ranging from $3,000 to $10,000.

Three Separate Investigations

The charges stem from three unrelated investigations conducted by the Apple Valley Police Department involving stolen wallets, vehicle break-ins, and unauthorized credit card transactions that allegedly occurred between May 27 and June 17, 2026.

May 27 Vehicle Break-In

According to one complaint, officers were notified on June 12th after a woman reported that someone had broken into her vehicle on or around May 27th and stolen several personal belongings, including her credit cards.

Investigators say one of the stolen credit cards was later used without permission at an Apple Valley retail store to purchase a PlayStation 5 valued at $647.67.

Police obtained surveillance footage from the store, which allegedly showed Perkins making the purchase. Officers later identified him through the video.

June 5 Vehicle Break-In

In a second case, police responded on June 5th after another woman reported that someone had broken into her vehicle and stolen her wallet and credit cards.

According to the complaint, the stolen cards were later used at two Apple Valley retail stores. Investigators allege Perkins successfully purchased $300 in gift cards with one of the stolen credit cards and later attempted to purchase a Dyson vacuum valued at $1,059.61 with another stolen credit card.

A loss prevention employee reportedly recognized Perkins from a previous theft investigation and identified him to investigators. Officers also reviewed surveillance footage from both stores and compared it to Perkins' driver's license photograph before positively identifying him as the suspect.

June 17 Wallet Theft

The third complaint alleges that on June 17th, someone stole a man's wallet and then used one of his credit cards at an Apple Valley retail store.

According to court documents, the stolen credit card was used in two attempted transactions, one for $200 and another for $649.

Police again obtained surveillance video, which investigators say showed Perkins attempting to use the stolen credit card without permission.

Arrest and Alleged Admission

Court documents state that officers arrested Perkins on June 24, 2026.

Following his arrest, investigators say Perkins waived his Miranda rights and told officers he had found a wallet near a gas station and decided to use the credit cards inside. The same statement is referenced in all three criminal complaints.

Charges and Bail

Perkins is charged in three separate Dakota County criminal cases with one felony count of Financial Transaction Card Fraud (Use Without Consent), with each complaint alleging transactions totaling more than $250 but less than $2,500. His bail was set at $15,000 without conditions and $5,000 without conditions. He has also been trespassed from all Target Stores in Dakota County and the Walmart in Apple Valley.

As with all criminal cases, the charges are allegations, and Perkins is presumed innocent unless and until proven guilty in court.
