Two Juveniles Cited After Altercation with Police Outside McDonald’s

APPLE VALLEY, MINNESOTA - Two juveniles were cited following an incident involving alleged unlicensed sales, jaywalking, and obstructing police after an encounter that began outside a local thrift store and ended across the street in front of McDonald’s, according to a report from the Apple Valley Police Department.
Incident Near Savers Store
Police say the incident began around 12:50 p.m. on April 26, 2026, outside Savers in Apple Valley. An officer reportedly observed a male and female juvenile selling candy without a required city license.
When the officer approached, both juveniles allegedly left the area and crossed County Road 42 mid-block in heavy traffic, without using a designated crosswalk.
Confrontation and Detention
The officer stopped the juveniles to address the reported violations. According to the police report, both individuals became argumentative, reportedly questioning the officer’s authority and stating that, as juveniles, they could not be stopped.
Authorities say the situation escalated when the female juvenile attempted to walk away. The officer reported physically stopping her, at which point she allegedly refused to cooperate and would not remove her backpack. Police say she was then taken to the ground in order to gain control and detain her.
A second officer responded to assist, and the juvenile reportedly continued to resist detention before being taken into custody.
Crowd Forms, Both Juveniles Cited
Police noted that an “unruly crowd” began to gather during the incident, prompting officers to transport both juveniles to the police department for further processing.

After being processed, officers contacted the juveniles’ parents. According to the report, the parents requested that the juveniles be sent home via public transportation. Officers transported them to the Mall of America, where they could take a bus home.
Social Media Videos Surface
Videos circulating on social media, including posts tagged with Limitless Media, appear to show portions of the incident. In the footage, one officer is seen with a juvenile already on the ground, while another officer is engaged in a physical struggle with a second individual.
At one point, the first officer can be seen moving to assist the second officer. A bystander recording the video is heard shouting before the camera pans back, showing the second juvenile on the ground with officers working to place them in handcuffs.
