Rosemount Police Chief Resigns Following Internal Feedback; Deputy Chief Named Interim Leader
ROSEMOUNT, MINNESOTA — The City of Rosemount has announced a leadership shake-up within its police department following the resignation of Police Chief Mikael Dahlstrom. Dahlstrom’s resignation, effective December 2, follows internal discussions initiated in response to feedback from an anonymous employee survey.
City officials confirmed that a formal separation agreement has been finalized as part of the leadership transition. The agreement, which follows standard municipal practice, was publicly released as part of the City Council’s meeting packet on November 26. The City Council formally accepted Dahlstrom’s resignation during its meeting on Tuesday, December 2, 2025.
City Leaders Acknowledge Workplace Culture Concerns
City Administrator Logan Martin said the feedback prompted the city to take a closer look at workplace culture and departmental dynamics.
“The City takes our workplace culture seriously,” Martin said in the announcement. “Our focus now is on supporting staff, maintaining stability, and continuing to provide the high level of public safety our community expects. We are committed to fostering a positive and healthy work environment as we move forward.”
Though specific concerns raised in the employee survey were not disclosed, city leaders emphasized the broader importance of employee well-being, communication, and organizational health.
Deputy Chief Carson Thomas Serving as Interim Chief
Deputy Chief Carson Thomas, who has already been leading the department since October 1, has been appointed as Interim Police Chief. Thomas brings more than 20 years of law enforcement experience, including over 14 years in leadership positions in California. He joined the Rosemount Police Department in May 2022 as Deputy Chief and has played a significant role in department operations since then.
Under Thomas’ interim leadership, the city aims to maintain consistency in public safety services while navigating the transition.
Mayor Stresses Importance of High-Performance Culture
Rosemount Mayor Jeff Weisensel echoed the city’s commitment to a strong internal culture rooted in teamwork and accountability.
“Supporting a culture of high performance is a core pillar of our Strategic Plan,” Weisensel said. “That means not only celebrating strong outcomes, but also fostering a workplace where employees feel valued, heard, and supported. Morale, teamwork, and personal accountability are just as essential to our mission as the results we deliver.”
Next Steps in the Search for a New Chief
The city has not yet announced a timeline for selecting the next permanent police chief. Officials say additional details on the search and hiring process will be shared in the coming months.
For now, Interim Chief Thomas will continue leading the department as Rosemount works to ensure stability and continuity in its public safety operations.
