Arrest Made in Rocking Horse Ranch Infant Death Investigation

SAVAGE, MINNESOTA - The Savage Police Department has announced an arrest in connection with the death of Harvey Muklebust, an infant who died while in care at Rocking Horse Ranch in September 2025.

What Originally Happened

Emergency responders were first called to Rocking Horse Ranch Childcare on Monday, September 22, 2025, after an infant in care experienced a medical emergency. The child was transported for emergency treatment but was later pronounced deceased. The death prompted an immediate joint investigation by Savage Police and the Minnesota Bureau of Criminal Apprehension.

In the days following the incident, investigators revealed that this was not the first medical emergency involving an infant at the facility. State officials later confirmed that two infants had required emergency medical services after exhibiting similar and significant respiratory distress symptoms, one incident on Friday, September 19, and the fatal incident on September 22.

An autopsy was conducted at the Hennepin County Medical Examiner’s Office, though police noted early on that final autopsy results and toxicology testing could take several months. Investigators interviewed multiple individuals, examined the childcare facility, and submitted evidence for laboratory analysis. Law enforcement emphasized throughout the investigation that no potential causes were being ruled out.

Out of respect for the family and in accordance with state law, the child’s identity was initially withheld. Harvey Muklebust’s name was later released.

State Suspends Childcare License

One day after the death, the Minnesota Department of Children, Youth, and Families issued an Order of Temporary Immediate Suspension, citing an “imminent risk of harm” to children served by the program.

The order immediately revoked Rocking Horse Ranch’s license to operate and prohibited the facility from providing child care in any licensed or unlicensed capacity. State regulators stated they could not ensure the health and safety of children at the center while the investigation was ongoing.

Families with children who had attended the facility were urged to closely monitor their children and seek medical attention if they noticed any concerning symptoms, including breathing difficulties, behavioral changes, or altered mental status.
