SOUTH ST. PAUL, MINNESOTA - One week after a young woman suffered life-threatening injuries when she was dragged by a vehicle during a dispute, South St. Paul Police have announced a significant development in the case, along with encouraging news about the victim’s recovery.

17-Year-Old Arrested for Probable Cause Criminal Vehicular Operation

Police confirmed that investigators took a 17-year-old male into custody earlier today, Monday, November 24, 2025, for probable cause Criminal Vehicular Operation in connection with the incident. The teen suspect has been booked into the Dakota County Juvenile Service Center, and the case has been forwarded to the Dakota County Attorney’s Office for charging consideration.

Authorities say the dispute leading up to the incident remains under investigation. Last week, officers found the victim, a young adult woman, in the 100 block of 3rd Avenue South with severe injuries believed to be the result of being struck and dragged by a motor vehicle. She was transported to a hospital with life-threatening injuries.

Victim Recovering and Moved to Rehabilitation Unit

In a message shared through the South St Paul Police, the victim’s mother offered an uplifting update on her daughter’s condition:

“She is doing really great and we just were able to move down to the rehabilitation unit and from here she will be able to go home. We still have a long road ahead of us, but everyone is so impressed and inspired by how well she's doing. The community support has been instrumental.”

Police say the entire family has felt the weight of the community’s support during her recovery.
