Two St. Paul Residents Charged After Apple Valley Apartment Garage Theft Spree Resulted in More Than $10,000 in Losses

APPLE VALLEY, MINNESOTA - Two St. Paul residents are facing felony charges in Dakota County after prosecutors allege they stole more than $10,000 worth of property from vehicles parked inside underground apartment garages in Apple Valley before being found inside a stolen vehicle in Eagan containing many of the stolen items.

According to separate Dakota County criminal complaints, Da'Toistan Za'quia Roy'ale Powe, 33, and Abdullahi Abdulkadir Ali, 29, have each been charged with one count of felony theft of property valued over $5,000 and one count of felony receiving stolen property valued over $5,000.

According to the criminal complaints, officers with the Apple Valley Police Department received multiple reports of thefts occurring overnight between Jan. 24 and Jan. 25, 2026, inside underground parking garages at apartment buildings. Victims reported numerous items stolen from their vehicles, including apartment garage door openers, jewelry and identifying documents. One victim also reported a maroon Honda CR-V had been stolen.

The complaints state the stolen Honda CR-V was located in Eagan on Jan. 26, 2026. Prosecutors allege Ali and Powe were inside the vehicle when it was recovered. Officers also reportedly recovered property believed to have been stolen from the apartment garages. A red flathead screwdriver was allegedly found in a jacket worn by Ali.

According to the probable cause statements, investigators reviewed surveillance video from the apartment buildings and allegedly observed Ali and Powe walking through the underground garages while carrying bags and checking multiple vehicles.

The criminal complaints state the combined value of the stolen property is approximately $10,262.

Both defendants are presumed innocent unless and until proven guilty in court.
